Manila, Philippines — According to the results of Tangere’s most recent 2025 Pre-Election Party-List Preferential Survey, ACT-CIS (Anti-Crime and Terrorism Community Involvement and Support, Inc.) is expected to secure three (3) seats in Congress with a 9.42% voter preference. This is despite a significant decline of almost 6% compared to the previous month’s survey. A specific set of circumstances can be attributed to the decline, led by the Citizenship Issue currently being faced by current ACT-CIS representative Erwin Tulfo. Rep. Tulfo also experienced a substantial decline in his Senatorial Voter Preference from a similar survey held on the same survey period.
Following distantly are the five (5) Party-Lists that are estimated to have two (2) seats in the Congress, namely:
- 4PS Party list (Pagtibayin at Palaguin ang Pangkabuhayang Pilipino) – 6.00%
- Ako Bicol Party list (Ako Bicol Political Party) – 4.21%
- Tingog Partylist – 4.00%
- Malasakit@Bayanihan Party list (Malasakit at Bayanihan Foundation, Inc.) – 3.50%
- ACT Teachers Party list – 3.41%
Forty (40) other party lists are anticipated to have one (1) seat each including notable new comers
- incumbent party list led by the following:
-1-Rider – 3.25%
-Duterte Youth Party list – 3.00%
-1Pacman – 2.67%
–Gabriela – 2.67%
- Four (4) notable new comers:
-Solid North Party List – 1.52% voter preference driven by Ilocos Region and based on the drive to represent the interest of their particular region and to trickle down national government programs in their region
-Ang Bumbero ng Pilipinas –(ABP) Partylist – Driven by respondents from CAMANAVA and District 2 (Eastern Manila District)
-FPJ Panday Bayanihan (FPJPB) Party list – 1.52% voter preference driven by voters from Region 1 and Region 3
-Partido sa Bagong Pilipino (PBP) Party list led by nominees Atty. Goyo Larrazabal and Real Estate Executive Beaver Lopez – 1.37% voter preference driven by voters from CARAGA region.
National Issues to be Addressed:
In terms of key issues and concerns that party list groups should focus on the following are the top issues that should be focused on:
- Lowering of prices of basic goods and commodities (75%);
- Fighting corruption in government (74%);
- Improvement of helath care services in public hospitals (73%);
- Higher employment rate (72%)’
- Improvement of health care in rural areas (70%); and
- Increase of minimum wage (70%)
